The Foundation Papers set out the thinking that underpins Renewal’s work. Together, they establish a shared basis for our research and the practical approaches to reform we develop.
The five papers examine how government organises delivery, designs institutions, manages public finances, sustains infrastructure and enables places to govern effectively. Each can be read independently, but they explore connected questions about what government needs to deliver better public outcomes.
