Why Renewal exists
Government can announce a policy or launch a programme before it is clear what should improve, how success will be judged or what delivery will require. Even where the intended outcome is understood, responsibility may be divided between institutions, funding may be poorly suited to the work, or the necessary expertise may be missing.
These problems often reflect the arrangements within which people work. A decision that protects one organisation’s budget may increase costs elsewhere. Pressure to demonstrate immediate progress can crowd out preparation, while repeated changes of direction prevent institutions from retaining experience and building on what works.
Renewal exists to bring sustained attention to these conditions and how they can be improved. By examining what enables effective government and why obstacles recur, we aim to give those shaping reform a stronger basis for deciding what needs to change.
Our approach
We begin with how government works in practice. We examine evidence and experience to understand why a problem persists, how existing arrangements influence decisions and where reform could make a useful difference.
Our work connects questions often considered separately. How responsibilities are organised affects delivery; funding arrangements influence whether expertise can be retained; national decisions shape the choices available to places. Examining these relationships helps us develop ideas that address the causes of recurring problems.
The Foundation Papers establish the principles guiding this work. Further research and practical applications will build on them, testing and refining ideas as evidence develops.
Renewal is non-partisan. We recognise that governments will pursue different priorities and make contested choices. Our focus is on strengthening their ability to make informed decisions and carry them through effectively.
